Be careful of cheap or free software it can end up costing a lot more in the long run, honestly. Things to consider:
You need a program that has document capture integrated. Not many do, esp free or cheap ones.
You need dynamic linking to get the search capabilities you are after, another feature that is not seen in a lot of programs.
You need a system in place for future creation and storage so this problem does not keep occurring.

Balance sheet order. Get out your financial statements and arrange them in the same order as they appear there, first with the balance sheet, then with the income statement.

You may want to have a separate file for accounts receivable (alpha order) and accounts payable (alpha order).

I know your having doubts about purchasing a used fireproof filing cabinets, but believe it or not, most used office furniture are still in their prime condition. Used fireproof filing cabinets doesn’t really mean that they have actually been used for their purposes but rather they have been used as an ordinary filing cabinet. And the thing is, buying used fireproof filling cabinet will save you great amounts of money.

Buy some fabric that matches your office and make your own small tablecloth. If you can sew, then sew the edges. If not: use scissors that cut in a zigzag or buy some no-sew glue to fix the edges.

Then, you can use the file cabinet as a small table to hold some picture frames or a vase.

Painting probably the easiest. You could also find some contact paper in a pattern or solid and cover it.

You can paint it. Better yet, you can cover it in fabric so it would match your existing space.

Give the 10 to Noni, and certainly they don’t exist in all file cabinets, especially in the low end prices. The drawers require extra TOOLING, that adds to a price point, at sale.

Your other Q asks how to, and that may be more of a challenge. Certainly you might pirate one from another unusable file cabinet, but you’d still have to craft the holes for the locking/adjustment mechanism. Being creative/inventive you might devise or find a mechanism that works using pressure, in expanding and against a plate at the back of the files, to the back of the drawer. It might be similar to a pressure Shower curtain rod, or pressure curtain rod for a window.
